Europeans getting close-ups of Lula’s Bolsa Familia program in Northeastern Brazil

14/11/2007 por João Arnolfo

Research centers, governament agencies and universities in the Netherlands are trying to get lessons for domestic purposes out from Brazilian income-transfering programas to tens of thousands of families under the poverty line.

Scholarships and funds have been directed to evaluate President Lula’ s most known social assistance program - Bolsa Familia, or Family Wellfare linked to keeping children in school.

Field researchers have been two or three times in Brazil’s Northeast in the last two years, as newspeople were told in Amsterdam last yesterday ,during a private meeting on the issue of public policities do deal with poverty.

“Abroad as well as at home, where the Dutch, still less than others, face huge social challenges with immigration”, added a young lady, just about to do her own check-in to Brazil’s poorest areas.

She expects to find out whether Bolsa Familia is just another client-oriented massive action by Workers Party (PT) in South America, in the same line of Venezuela’s President Hugo Chavez movements - or whether in Brazil it did work in the last years to get youngsters in schools and families out of poverty cicle.

In the state of Bahia, for instance, pos-graduating students are presently collecting field data on how the Bolsa Familia program works or not.

They are trying to get a close look at fine tunning issues raised by critics of these income transfering policies in Latin America, such as the eventual political manipulation of the monthly payments around USD 40 to average family.

Brazil under pressure to stop Amazon destruction

13/11/2007 por João Arnolfo

Brazilian Government has been under silent pressure from Europeans - from governments as well as NGOs - to set transparent goals on the effort to stop destruction of the Amazon jungle.

By next month there may be a final-cut meeting at UN level where Brazilian officials are expected to announce that the Executive is ready to send Congress legislative proposals with legal marks to deal with the fast burning and deforestation of the Amazon forest.

Diplomatics sources in Brussels told newspeople off the record that it is not a plan of multilaterals conversations to drive Brazil into the EC effort to reduce by 30% until 2020 its emissions of CO2 and other greenhouse poluting gases, but it would help if Brazilians could show up next month with something in this line.

Non-governmental organizations such as Greenpeace are on the road to demonstrate they can create a lot a troube to Brazil from now on on the real economy in case there’s no agreement on the Amazon issue before the end this year.

Some Brazilian business leaders are already preocupied with the lack of action from President Lula’s administration to understand the public opinion against such an environment crime as the burning of thousands of acres in a very fast speed .

Most of Amazonia could be gone as forest in about 30 years, as it is expected by different observers including World Wildelife Fund\ (WWF).

Charitas International, major NGO financing social projects in Brazil for many years, has not yet informed Brasilia but is already working with the environment agenda.

An example of Charitas preocupation with the impact of climate change over poor societies is its program - present in Northeast Brazilian states and other countries in Latin America - to teach locals residents to build rainwater colectors and wells to meet the challenge of water shortage in low-income communities.

Officials from UN in Europe believes Lula will be looking at this issue carefully in the next two weeks or so, to have an answer prepared for the Europeans in the next enviornment talks.

Up to now Brasilia has only created a taskforce devoted to global warming and the Executive is expected to listen to politicians before sending Congress a legal proposal of CO2 emission reduction for next years.
